What follows is a transcription of Lampiran A as circulated on social media in April 2026.
LAMPIRAN A
KESALAHAN MUBARAK BIN DOHAK
Penyiasatan sedalam-dalamnya oleh Ibu Soko-Ibu Soko dan Waris Klana Hulu mendapati Mubarak melakukan kesalahan berikut:
A) KESALAHAN DI BAWAH UNDANG-UNDANG NEGARA
Melakukan kesalahan dengan memberi maklumat palsu kepada pegawai agama daerah Seremban pada Julai 2018 untuk menukar tahun pernikahannya dari 1985 ke 1984 pada sijil nikahnya (rujuk Exhibit 1).
Siasatan dalaman Waris Klana Hulu mendapati Mubarak bin Dohak sememangnya bernikah pada 1985 di Jempol berdasarkan bukti bertulis dan rekod perkahwinan yang disimpan Waris Klana Hulu (rujuk Exhibit 2). Maka Mubarak bin Dohak melakukan kesalahan di bawah:
2.1 Seksyen 177 Kanun Keseksaan iaitu memberi maklumat palsu kepada penjawat awam iaitu pegawai agama daerah Seremban (rujuk Exhibit 3).
2.2 Seksyen 466 Kanun Keseksaan iaitu memalsukan rekod mahkamah, daftar beranak awam dan sebagainya terhadap penjawat awam iaitu pegawai agama daerah Seremban (rujuk Exhibit 4).Menyalahguna kuasa menggunakan setiausaha Balai Undang dengan mengadakan pakatan jahat dengan ahli politik Umno dan DAP untuk menjatuhkan Dato’ Lembaga Waris Klana Hulu hanya kerana Dato’ Johan Tua Tahu memberi teguran supaya tidak melaksana aktiviti politik di dalam masjid (rujuk report polis ahli politik Umno dan DAP pada Exhibit 5 & 6).
Menyalahguna kuasa dengan memperalat agensi kerajaan termasuk PDRM untuk menjatuhkan Dato’ Lembaga Waris Klana Hulu dan Tua Lembaga Tiang Balai Dato’ Andulika Mandulika (rujuk report polis Dato’ Johan Tua Tahu pada Exhibit 7).
Menggunakan ahli politik Umno dan DAP untuk mempertikai peruntukan-peruntukan Perlembagaan Persekutuan dan Undang-undang Tubuh Kerajaan Negeri Sembilan 1959 yang memelihara institusi adat Melayu dan sifat-sifat khusus pembesar adat Melayu negeri (rujuk report polis Exhibit 5 & 6).
Tidak mematuhi peruntukan-peruntukan Perlembagaan Persekutuan dan Undang-undang Tubuh Kerajaan Negeri Sembilan 1959 berkaitan sifat-sifat khusus YAM Dato’ Shahbandar Sungei Ujong, Dato’-Dato’ Lembaga dan Waris Negeri Sungei Ujong (rujuk Exhibit 8).
B) KESALAHAN BAWAH UNDANG-UNDANG SYARIAH
Melanggar Seksyen 42(1) Enakmen Undang-undang Keluarga Islam Negeri Sembilan 2003 berkaitan pengubahan tahun pernikahan sedangkan tahun sebenar pernikahan ialah pada 1985 (rujuk Exhibit 9). Mubarak bin Dohak melanggar Seksyen 42(1) Enakmen Undang-undang Keluarga Islam Negeri Sembilan 2003 dengan melakukan kesalahan mengikut Seksyen 80, 81 dan 103 Enakmen Jenayah Syariah Negeri Sembilan 1992 (rujuk Exhibit 9), sekali gus mencemar kemuliaan pesaka YTM Dato’ Klana Petra.
Melakukan jenayah syariah dengan tidak bersembahyang Jumaat di masjid atau tempat dibenarkan pihak berkuasa agama sejak 2020. Perbuatan ini kesalahan mengikut Seksyen 59, 109, 113 Enakmen Jenayah Syariah Negeri Sembilan 1992 (rujuk Exhibit 9).
Sembahyang Jumaat di Balai Undang dengan bilangan jemaah tidak sampai 40 orang lelaki bermastautin sejak 2020 hingga kini (hanya sekitar 12-15 jemaah). Perbuatan ini kesalahan mengikut Seksyen 52 dan Seksyen 59 Enakmen Jenayah Syariah Negeri Sembilan 1992 (rujuk Exhibit 9).
C) KESALAHAN BAWAH ADAT SUNGEI UJONG
Menderhaka dan ingkar kepada Ibu Soko Dato’ Klana Petra, Telaga Undang Sarifah Nozaidah binti Syed Nordin al-Qadri yang juga kakak sepupu tuanya.
Mengubah adat dengan menafikan kedudukan Telaga Undang di Kampung Telaga Undang Batu 9, Pantai, Seremban sebagai institusi timbang tara Sungei Ujong (rujuk Lampiran C).
Memecat Tua Lembaga Tiang Balai Dato’ Andulika Mandulika Zainol Ariffin bin Ibrahim tanpa kerapatan dan persetujuan Telaga Undang, Waris Klana Hulu, Waris Andulika dan Ibu Soko Andulika (rujuk Exhibit 10).
Menahan elaun pemakanan Lembaga Waris Klana Hulu Dato’ Johan Tua Tahu tanpa persetujuan Telaga Undang, Waris Nan Tua Klana Hulu, Ibu Soko dan Anak Waris Klana Hulu (rujuk Exhibit 11).
Menahan elaun pemakanan Lembaga Lingkungan Lenggeng Dato’ Penghulu Dagang tanpa persetujuan Dato’ Johan Tua Tahu dan Ibu Soko serta Waris (rujuk Exhibit 12).
Memecat Buapak Waris Andulika Dato’ Sinda Maharaja tanpa persetujuan Dato’ Andulika Mandulika, Waris Andulika dan Ibu Soko Andulika.
Memecat To’ Imam Perang Kanan tanpa persetujuan Dato’ Johan Tua Tahu dan Waris-waris.
Memfitnah dan memburukkan nama, reputasi serta imej Dato’ Laksamana Sungei Ujong di depan YTM Dato’ Undang Luak Jelebu dan YTM Dato’ Undang Luak Johol.
Memfitnah bekas Pengarah JHEAINS Dato’ Mohd Zaidi bin Ramli sebagai berfahaman wahabiyyah.
Menafikan kedudukan Ibu Soko-Ibu Soko Waris Negeri dan Waris Klana di Balai Undang (tempat duduk mereka ditiadakan). Ibu Soko dan Waris Klana duduk bawah bangsal luar Balai Undang (rujuk foto Exhibit 14).
Menafikan hak adat istiadat To’ Panglima Lintah Jalang dan anak-anak Waris Batu Hampar Sungai Jai untuk menjunjung taat setia di Balai Undang Luak Sungei Ujong.
Menafikan hak pentadbiran adat Dato’-Dato’ Lembaga Tiang Balai.
Menafikan hak pentadbiran adat Dato’ Lembaga Waris Klana Hulu.
Tidak menjaga kebajikan Dato’-Dato’ Lembaga Sungei Ujong selama 30 tahun.
Mencampuri urusan adat di lingkungan (kawasan) di bawah kawalan Dato’ Lembaga.
Tidak menguruskan elaun Ibu Soko, Waris dan Dato’ Lembaga dengan baik.
Tidak menjaga kebajikan Orang Asli Sungei Ujong dan menziarahi mereka.
Tidak memperbetulkan kedudukan pencen Dato’-Dato’ Lembaga seperti asalnya Waris.
Mengubah istiadat tanpa persetujuan Klana dengan melarang Ibu Soko Telaga Undang duduk di kanan peterana Dato’ Klana Petra di Balai Undang Luak Sungei Ujong (rujuk foto pada Exhibit 13).
Mengubah istiadat dengan menidakkan atau meniadakan istiadat makan beradat untuk Dato’-Dato’ Lembaga, Waris dan Ibu Soko di Balai Undang Luak Sungei Ujong (rujuk foto Exhibit 14).
Cuai dan tiada usaha menegur pihak tertentu termasuk ahli politik menggunakan gelaran tuanku, tengku, mencemar duli dan gelaran lain yang dikhaskan untuk kerabat Seri Menanti terhadap Mubarak bin Dohak (rujuk foto Exhibit 15).
Menghalang usaha Dato’-Dato’ Lembaga memperkasakan adat warisan dan agama dan menghalang Dato’-Dato’ Lembaga yang mempertahankan adat warisan dan agama.
Sering tidak hadir ke mesyuarat Dewan Keadilan & Undang Negeri Sembilan.
Sering tidak hadir ke majlis-majlis Kerajaan tanpa alasan munasabah.

APPENDIX A
THE OFFENCES OF MUBARAK BIN DOHAK
An in-depth investigation by the Ibu Soko (matrilineal clan matriarchs) and the Waris Klana Hulu (the Klana Hulu heirs) found that Mubarak committed the following offences:
A) OFFENCES UNDER THE LAWS OF THE COUNTRY
Committing an offence by giving false information to the Seremban district religious officer in July 2018 in order to change the year of his marriage from 1985 to 1984 on his marriage certificate (refer Exhibit 1).
An internal investigation by the Waris Klana Hulu found that Mubarak bin Dohak was in fact married in 1985 in Jempol, based on written evidence and marriage records kept by the Waris Klana Hulu (refer Exhibit 2). Mubarak bin Dohak therefore committed offences under:
2.1 Section 177 of the Penal Code, giving false information to a public servant, namely the Seremban district religious officer (refer Exhibit 3).
2.2 Section 466 of the Penal Code, forgery of a court record, public register of births and the like, in respect of a public servant, namely the Seremban district religious officer (refer Exhibit 4).Abusing his power by using the Secretary of the Balai Undang to form a malicious conspiracy with UMNO and DAP politicians to bring down the Dato’ Lembaga Waris Klana Hulu, solely because the Dato’ Johan Tua Tahu had admonished them against carrying out political activities inside the mosque (refer the police reports lodged by the UMNO and DAP politicians at Exhibits 5 and 6).
Abusing his power by using government agencies, including the Royal Malaysia Police, as instruments to bring down the Dato’ Lembaga Waris Klana Hulu and the Tua Lembaga Tiang Balai, Dato’ Andulika Mandulika (refer the police report lodged by the Dato’ Johan Tua Tahu at Exhibit 7).
Using UMNO and DAP politicians to challenge the provisions of the Federal Constitution and the Negeri Sembilan Constitution 1959 that preserve the institution of Malay custom and the special character of the state’s Malay customary chiefs (refer the police reports at Exhibits 5 and 6).
Failing to comply with the provisions of the Federal Constitution and the Negeri Sembilan Constitution 1959 relating to the special character of YAM Dato’ Shahbandar Sungei Ujong, the Dato’ Lembaga and the Waris Negeri of Sungei Ujong (refer Exhibit 8).
B) OFFENCES UNDER SYARIAH LAW
Breaching Section 42(1) of the Negeri Sembilan Islamic Family Law Enactment 2003 by altering the year of marriage, when the true year of marriage was 1985 (refer Exhibit 9). In breaching Section 42(1) of that Enactment, Mubarak bin Dohak committed offences under Sections 80, 81 and 103 of the Negeri Sembilan Syariah Criminal Enactment 1992 (refer Exhibit 9), and in doing so tarnished the dignity of the pesaka (hereditary office) of YTM Dato’ Klana Petra.
Committing a Syariah offence by failing to perform Friday prayers at a mosque or a place approved by the religious authority since 2020. This is an offence under Sections 59, 109 and 113 of the Negeri Sembilan Syariah Criminal Enactment 1992 (refer Exhibit 9).
Performing Friday prayers at the Balai Undang with a congregation of fewer than 40 resident men, from 2020 to the present (only around 12 to 15 worshippers). This is an offence under Sections 52 and 59 of the Negeri Sembilan Syariah Criminal Enactment 1992 (refer Exhibit 9).
C) OFFENCES UNDER THE ADAT OF SUNGEI UJONG
Committing treason against and defying the Ibu Soko of the Dato’ Klana Petra, the Telaga Undang Sarifah Nozaidah binti Syed Nordin al-Qadri, who is also his elder cousin.
Altering the Adat by denying the standing of the Telaga Undang at Kampung Telaga Undang, Batu 9, Pantai, Seremban, as the arbitration institution of Sungei Ujong (refer Appendix C).
Dismissing the Tua Lembaga Tiang Balai, Dato’ Andulika Mandulika Zainol Ariffin bin Ibrahim, without the assembly and consent of the Telaga Undang, the Waris Klana Hulu, the Waris Andulika and the Ibu Soko Andulika (refer Exhibit 10).
Withholding the sustenance allowance of the Lembaga Waris Klana Hulu, Dato’ Johan Tua Tahu, without the consent of the Telaga Undang, the Waris Nan Tua Klana Hulu, the Ibu Soko and the Anak Waris Klana Hulu (refer Exhibit 11).
Withholding the sustenance allowance of the Lembaga of the Lenggeng district, Dato’ Penghulu Dagang, without the consent of the Dato’ Johan Tua Tahu, the Ibu Soko and the Waris (refer Exhibit 12).
Dismissing the Buapak (clan elder) of the Waris Andulika, Dato’ Sinda Maharaja, without the consent of the Dato’ Andulika Mandulika, the Waris Andulika and the Ibu Soko Andulika.
Dismissing the To’ Imam Perang Kanan without the consent of the Dato’ Johan Tua Tahu and the Waris.
Slandering and damaging the name, reputation and image of the Dato’ Laksamana Sungei Ujong before YTM Dato’ Undang Luak Jelebu and YTM Dato’ Undang Luak Johol.
Slandering the former Director of JHEAINS (the Negeri Sembilan Islamic Religious Affairs Department), Dato’ Mohd Zaidi bin Ramli, as a Wahhabi.
Denying the standing of the Ibu Soko of the Waris Negeri and the Waris Klana at the Balai Undang, their seats having been removed. The Ibu Soko and the Waris Klana were made to sit under a shed outside the Balai Undang (refer photograph at Exhibit 14).
Denying the customary right of the To’ Panglima Lintah Jalang and the descendants of the Waris Batu Hampar Sungai Jai to pledge their loyalty at the Balai Undang Luak Sungei Ujong.
Denying the customary administrative rights of the Dato’ Lembaga Tiang Balai.
Denying the customary administrative rights of the Dato’ Lembaga Waris Klana Hulu.
Failing to look after the welfare of the Dato’ Lembaga of Sungei Ujong for 30 years.
Interfering in Adat matters within the districts under the control of the Dato’ Lembaga.
Failing to manage properly the allowances of the Ibu Soko, the Waris and the Dato’ Lembaga.
Failing to look after the welfare of the Orang Asli of Sungei Ujong and to visit them.
Failing to restore the pension standing of the Dato’ Lembaga to what it originally was under the Waris.
Altering ceremonial practice without the consent of the Klana by forbidding the Ibu Soko Telaga Undang from sitting to the right of the dais of the Dato’ Klana Petra at the Balai Undang Luak Sungei Ujong (refer photograph at Exhibit 13).
Altering ceremonial practice by denying or abolishing the ceremonial meal for the Dato’ Lembaga, the Waris and the Ibu Soko at the Balai Undang Luak Sungei Ujong (refer photograph at Exhibit 14).
Negligence and failure to correct certain parties, including politicians, who addressed Mubarak bin Dohak using the styles tuanku, tengku, mencemar duli and other forms of address reserved for the royal house of Seri Menanti (refer photograph at Exhibit 15).
Obstructing the efforts of the Dato’ Lembaga to strengthen customary heritage and religion, and obstructing those Dato’ Lembaga who defended customary heritage and religion.
Frequently absent from meetings of the Dewan Keadilan dan Undang Negeri Sembilan.
Frequently absent from government functions without reasonable excuse.
