What Is an Ibu Soko and Why Is She Important?
In Negeri Sembilan's Adat Perpatih, men hold power to govern. But the power to decide who governs has always belonged to a woman.

Adat Perpatih, the customary law inherited from the Minangkabau people of West Sumatra and practised in Negeri Sembilan for centuries, operates on a foundational principle. Legitimate authority requires two things, appointment and consent. The ultimate keeper of that consent is the Ibu Soko.
Ibu Soko is the most senior woman in a tribal clan, the keeper of customary knowledge and memory, and the ultimate matriarchal gatekeeper of legitimacy. Without Ibu Soko’s blessing, no such act is considered legitimate under Adat. Her consent is required under Adat for the appointment or removal of an Undang. Her role is more than ceremonial, it sits at the structural core of the system itself.
Her four core functions within Adat Perpatih are:
Penentu Waris: Determines which heirs are legitimate
Penentu Pewaris Jawatan: Determines who is eligible to be appointed as Buapak, Lembaga, or Undang
Kuasa Melucutkan: Power to strip an Undang or position holder
Penjaga Adat & Tanah: Guardian of Adat, land, and clan heritage
It is also important to understand that there is no single Ibu Soko per Luak. The role exists at the level of the perut, the matrilineal sub-clan within a suku. Each Luak (region) contains multiple suku (clan), and each suku contains multiple perut (sub-clan), with each perut having its own Ibu Soko. What exists at the Luak level is a hierarchy among them. When an Undang is appointed or removed, multiple Ibu Soko are involved, named by their lineage positions within the Luak.
As the saying goes:
“Bulat air kerana pembetung, bulat manusia kerana muafakat.” Water takes its shape from the channel that contains it.
Authority in Adat Perpatih is genealogically precise. It flows through specific lineages, and it requires the agreement of those lineages to take validity.
Ibu Soko’s authority operates independently of the men she sanctions. An Undang who loses Ibu Soko's confidence loses something no court appointment or political endorsement can restore: Adat validity. The clan knows and the lineage records it. The next time a waris steps forward to claim a title, someone will raise the question of how the previous holder got his.

Why this matters in the current crisis
Ibu Soko's role has been invoked at several points in the current crisis.
17 April 2026. At the Dewan Keadilan dan Undang (DKU) special sitting, Tuanku Muhriz invoked Article 24 of the Negeri Sembilan Constitution 1959 by inviting the Ibu Soko Klana Hulu and Waris Klana Hulu to be present. Menteri Besar Datuk Seri Aminuddin Harun confirmed this in his 20 April statement (Bernama, 20 April 2026).
20 April 2026. Sharifah Norzaidah Al-Qadri, the Yang Mulia Telaga Undang of Luak Sungei Ujong, publicly stated that the Ibu Soko Klana Hulu and Anak Waris Klana Hulu had never given the removed Undang Mubarak any mandate to issue the 19 April declaration (Malay Mail, 20 April 2026).
22 April 2026. Muhammad Faris bin Johari was installed as the 11th Undang Luak Sungei Ujong at Telaga Undang in Pantai, Seremban. His appointment was carried out under the sanction of the Ibu Soko Klana Hulu, who is his mother (Siakap Keli, 5 May 2026).
8 May 2026. The Ibu Soko Tua of Luak Rembau publicly stated that the process by which YM Dato Shahbandar Abdul Rahim Yassin was named the 22nd YTM Undang of Luak Rembau was procedurally invalid under the Adat rules of the Luak. She alleged that the selection did not receive full muafakat from the principal Anak Waris and that the Kerapatan Council process was not properly observed (Negeri Kita, 8 May 2026).
10 May 2026. A separate ceremony at proclaimed Abd Rahman Limat as the 11th Undang of Sungei Ujong, with sanction from a different perut (Sinar Harian, 10 May 2026). Luak Sungei Ujong now has three competing claimants to the title.
In three weeks, different Ibu Sokos within two separate Luaks have publicly validated, questioned, and contested Undang appointments.
The importance of Ibu Soko
There is a saying:
"Alam beraja, Luak berundang, Suku berlembaga, Anak buah berbuapak." The realm has its ruler, the Luak has its Undang, the clan has its Lembaga, the people have their Buapak.
Every level of authority in Adat Perpatih answers to the source from which its legitimacy flows. The Ruler depends on the constitutional order; the Undang depends on the Adat institutions that sanction him; the Lembaga depends on the clan. And at the root of all of them stand the Anak Waris and Ibu Soko, custodians of continuity, memory, and consent.
Ibu Soko's authority in Negeri Sembilan predates any modern courtroom. In this state, the foundations of authority go back a long way.
The harder question, increasingly, is whose.
